Since taking office as District 3 County Commissioner, Catherine has focused on protecting Calvert’s character, managing growth responsibly, strengthening public safety and bringing her professional budgeting experience to county government.
No. 01Position
No Data Centers
Catherine Grasso took a firm position on industrial-scale data centers early in Calvert County’s debate.
Step 1 · The issue arrives
Data-center development emerges as a major issue before the Board of County Commissioners.
Step 2 · A pause is proposed
Commissioner Mike Hart proposes a two-year moratorium so the county can study the consequences. Catherine supports and seconds the effort.
Step 3 · Initial vote fails, 3–2
The proposal initially fails. Catherine and Mike Hart keep supporting a pause as additional proposals move forward, raising concerns about infrastructure, land use and long-term effects.
Step 4 · Countywide moratorium adopted
Months later, the full Board ultimately adopts a countywide moratorium on industrial-scale data centers.
Catherine’s position remains clear: no data centers in Calvert County.
Calvert’s future should be determined by what is right for the people who live here — not by the demands of massive industrial development.

Responsible Growth
Catherine believes development decisions must account for their impact on the people who already live in Calvert County. That means considering:
- Traffic and roads.
- Schools and public safety.
- Water, power and infrastructure.
- Existing neighborhoods.
- Agriculture and open space.
- Long-term costs to the county.
Her approach to data centers reflects that broader philosophy.
Development should complement Calvert County — not overwhelm it.

Strong Public Safety
Since taking office, Catherine has focused on strengthening public safety alongside protecting Calvert’s character and managing growth responsibly. Public safety is one of the six commitments in her straightforward approach to the county’s future.
Growth decisions are public-safety decisions, too: every development proposal should be measured against its impact on schools, roads and the services residents already depend on.

Responsible County Spending
Catherine came to the Board with professional experience managing government budgets.
She believes county government must carefully distinguish between what it can spend and what it needs to spend.
Her focus is on maintaining essential services, responsibly managing county finances and recognizing the pressure already being placed on residents by inflation and rising assessments.
Calvert County residents should not automatically be the answer every time government faces a difficult budget.

Protect Calvert's Rural Character
For Catherine, protecting Calvert County is personal. She has spent nearly five decades here, raised her family here and watched the county change.
Calvert’s farms, open space, waterfront communities and rural character distinguish it from the heavily developed jurisdictions surrounding Washington.
Catherine’s priorities reflect a straightforward approach to the county’s future:
